The Board was activated at 10:30 AM EST following the loss of communication with Orbiter Columbia at 08:59/32 AM EST (1359/32 GMT) on Day 32. NASA Administrator Sean O'Keefe named the Board Chairman, Admiral Harold W. Gehman, Jr., US Navy (retired). Note, the number 59 stands for Simeon, who is represented by the region of Louisiana; and Sean O'Keefe is from Louisiana. The number, 32, stands for a conspiracy. A conspiracy consists of a leader and dupes. The report has clues as to the nature of a conspiracy, but this will be left up to the reader.
After 7 months of professional analysis of some of the nation's brightest with a Presidential mandate, the final report was released today in conjunction with a fitting tribute from a vacationing President. Today was August 26th, for Political Babylon, and Day 238, for dying in the wilderness. The Columbia Astronauts died in the wilderness of Texas as Columbia was flying over the vicinity of President Bush's ranch. The report was 248 pages long, where 48 is for the inheritance of the Levites, which is an icon of the Promised Land. Israeli astronaut, Ilan Ramon, died in the disaster.
The cause of the disaster was attributed to a piece of from from the External Tank that damaged the left wing 81.9 seconds after launch. The investigating board delved further into the NASA culture and studied NASA's handling of the foam problem after launch to document an unattractive picture of NASA blind spots. In so doing the board came closer than the Challenger board to uncovering the corporate problems but, in the end, turned a blind eye like NASA and wrote a stern, but politically correct report.
First, it must be remembered that death is God's call. Many things contributed to the destruction of Columbia and the death of the crew, but ultimately it was God's design that prescribed the time, manner, and location of death. The astronauts died over Texas, and Texas Shuttle Program Management were exposed as blind along with other supporting analysts. But, in fairness, to blame NASA for failing to manage the problem of the damaged wing was Monday morning quarterbacking.
Second, NASA's main culture problem is no different from other organizations. Marriage Culture is the problem. As goes Marriage, so goes the nation. As the authority of men in Marriage has been eroded by the devil's counterattack through the woman, as in the Garden, the same men and women go to work and proceed to destroy the organization.
To the woman He said,The board called Mission Manager, Linda Ham, the single-point failure regarding the wing damage problem in flight. She was painted in the report as the blind leading the blind, which is one of the characteristics of hardness of the heart. She is the one who stopped the requests for telescopic pictures of Columbia's wing in orbit. The threesome, Ralph Roe, Linda Ham, and Lambert Austin explained away the in-flight wing damage problem. The three have all been reassigned. Linda is 42, for Baal, the bear, and Russia. The name, Linda, means beautiful in Spanish, and Ham means hot in Hebrew. So, her name means "hot beauty." Ham was the father of the Black race, and his name is also interpreted as the burnt one. Ralph means wolf counsel, and Roe means deer; so he is a dichotomy. Lambert means bright land.

Ralph Roe, who gave no heed to safety in the flight of STS-107, has been reassigned to head the new independent NASA Safety organization at Langley Research Center. Lambert Austin's job has been taken over by John Muratore, and Austin will serve as a technical advisor in the office.
The board also recognized poor attention to safety on NASA's part, and it recommended a separate safety organization. Of course, NASA already has separate safety organizations, though they are not totally separate. The board even put some of NASA's safety posters in the final report. The posters didn't help NASA. According to Deming, slogans in the workplace should be avoided. The Safety section of the CAIB report was very weak, but, at least, it pointed out that the NASA Headquarters Safety Office is running open loop.
The board also pointed out that NASA managers were overconfident and bureaucratic.
The attitudes and decision-making of Shuttle Program managers and engineers during the events leading up to this accident were clearly overconfident and often bureaucratic in nature. They deferred to layered and cumbersome regulations rather than the fundamentals of safety. (CAIB Report, Vol. I., p. 177)Incidentally, the same could probably be said of the CAIB. Overconfidence is the sign of arrogance. A culture of arrogance precedes destruction.
Arrogance precedes destruction,Bureaucratic managers are legalistic, incompetent, and devoid of leadership. Such were the legalistic scribes and Pharisees. And many serious students of Bible Doctrine have the same problem. They are copycats like the NASA ineptizoids. They are politically correct, like the CAIB report; but they do not obey the Holy Spirit. They cannot execute Bible Doctrine. They are the dupes of conspiracies. And the devil has them for lunch.

So, the CAIB report exposed some serious cultural problems in NASA, but blessing or cursing are in the hand of the Lord. Each generation must solve its own problems, and the current NASA generation is in serious trouble. Yet, the only solution is the Spiritual solution. The human solution is no solution. Only as Christians crack the maturity barrier will blessing come to the nation. The polarized degeneracy of legalism and lawlessness as reflected in traditional and holy roller Christians is the fuel of cursing.

The tornado near Battle Creek, Michigan was at 42 N., for Baal, the bear, and Russia, and 85 W., for an eye or spy. NASA Mission Manager, Linda Ham, who is 42, was called the single-point failure in the CAIB report because she refused to use spy cameras to look for wing damage. The Vienna, Ohio tornado was at 41 N., for happiness, and 80 W., for strength. Ohio is in the region of Cosmic Babylon in the region of Naphtali, the doe and symbol of peace. The Shady Hills tornado was near Peace Blvd. at 28 N., for a cosmic stronghold. Happiness and strength are from the Lord.

The report was excellent, but it stopped far short of the whole truth. The CAIB report, if followed to the letter, will not solve NASA's problems. If NASA had strong leadership, it could begin to turn around. But NASA does not have strong leadership. Strong leadership is almost nonexistent throughout the nation. The breakdown of Marriage Culture produces weak men and arrogant women. So, the CAIB report appears to be doomed to the ash heaps of human solutions that have no relevance. NASA's problems in Marriage Culture will override the best of intentions.
